BUILDING SAFETY CODES and REQUIREMENTS

I-14.1 Standard

 

The American National Standards Institute (ANSI) approved the I-14.1 standard on October 25, 2001. The 45-page document was the result of a general consensus group made up by Building Owners Managers Association (BOMA), International Window Cleaning Association (IWCA), various labor unions, and other industry experts.

The I-14.1 standard explains the shared responsibility for building owners/managers and contractors doing exterior construction and maintenance while working at heights. It is a document that further details the “safe work place” what was established under Federal OSHA regulations in the “General Duty Clause” section 5 (a) (1).

The I-14.1 standard requires building owners to provide certain written assurances to contractors called a “Plan of Service”. The plan of service document assures the contractor that all roof anchors and suspension points that are to be used in the scope of work are identified and certified by a registered professional structural engineer to withstand the loads necessary to safely complete those tasks. It is to verify maintenance of the system that will be used by the contractor. The plan calls for all pertinent information assuring the building owner/manager that the contractor will conduct their work within specific safety guidelines. The plan shall also include identification of hazardous areas, drop zones, safety features, and an emergency recovery plan.

OSHA requires annual inspections of all suspended equipment.

ANSI/IWCA I.14.1 (2001)

The I-14.1 Standard is being reviewed for adoption by all 50 states. In summary it mandates the that the building owner must give written assurance that their building meets the necessary requirements found in this standard.

The ANSI A120.1 Standard covers the general requirements covering Scaffold Safety; much of which is

Covered in the ANSE IWCA I-14.1 Standards.

 

CFR 1910.66

1910.66 is specific to Permanent Installations ; those systems which feature a powered scaffold stage,

Intermittent Tie-In Stabilization Anchors and Roof Drum components.

 

STRD 3.3.1 Intermittent Stabilization Anchors (Face of Bldg)  

3.3.1 covers the requirements of all buildings requiring Intermittent Tie-In Stabilization Anchors for holding

Scaffold Stage against exterior wall and to control “swing out” during windy conditions. Buildings over 300 ft. require anchors placed every third floor or approximately 45 ft with pull out load requirement of 600# lbs.
